Public Data, Public Access, Privacy, and Security: U.S. Law and Policy
As data distribution capacities increase, there is increasing tension between citizen expectations of confidentiality, access to public records as a foundation of a free society, and protection of public security. What data are subject to Freedom of Information laws? Can a government raise revenue (or defray maintenance costs) by charging market prices for the data? What about privacy restrictions and homeland security concerns? What about liability for data errors? This workshop will focus on the critical legal issues and the policy options they frame.

Note: The workshop will also include discussion on Colorado-specific topics.
Intended Audience: This workshop is intended for public sector managers, elected officials, policy professionals, database developers and administrators, and GIS professionals.
Mary Tsui
Mary Tsui is a principal in Land Systems Group, based in Monterey, California.
LSG is a small California consulting firm specializing in GIS, permit and project tracking, and electronic publishing. Mary often assists in the development of data sharing agreements and regional GIS data consortia.
Matthew Krusemark, GISP
Matthew is an at-large member of the RM-URISA Board volunteering as a Workshop/Training Initiatives Co-Coordinator. Matthew is the Geospatial Team Manager at the Denver Regional Council of Governments (DRCOG) and is also the project manager of the Denver Regional Aerial Photography Project (DRAPP) which is a collaborative effort that includes DRCOG member governments and other public-sector entities.
